At the current time, the main concern of Moroccan universities is to identify the most effective ways of meeting the growing and varied needs of an increasingly large number of students, with the aim of providing them with highly-qualified training. Following the promulgation of the 01.00 law on the organization of higher education, the moroccan educational system has been facing the challenge of successfully implementing a sustainable quality management approach to meet the requirements of high-quality teaching and continuous improvement. The difficulties encountered in setting up a quality management system at Mohamed Premier University can be used as a basis for proposing the viable solutions needed to ensure the system's sustainability. Among the most striking aspects of our study of the challenges of implementing a quality management system is the crucial role played by stakeholders in its successful application. After identifying the various actors involved and defining their respective functions, their level of involvement in the quality management process needs to be measured. This approach would enable us to assess the potential impact this commitment could have on the implementation of the quality management system at different levels. Our research aims to help defining how quality management operates in a higher education establishment, with a particular focus on implementation. Methodologically, a survey has been conducted with a number of key actors in the Faculty of Letters and Social Sciences in Oujda. The target groups are teachers working in the following fields: French studies, English studies and sociology; heads of department; and administrative staff. The findings of our study are extremely relevant to decision-makers, enabling them to develop and implement a continuous improvement strategy involving ongoing, sustainable action.
